		<description>Except to a large extent it works.  Most individuals and businesses do, in fact, clear their sidewalks shortly after the end of the storm.  It&#039;s only a few miscreants who refuse to follow the rules, and the $150/day fine (for businesses; I&#039;m not sure what the fine is for residents) usually brings them around quickly enough.

The problem isn&#039;t actually the businesses and residents being expected to shovel their sidewalks.  The problem is that the plows tend to leave huge piles of snow blocking curb cuts and bus stops, thus screwing up public transportation and the ability for disabled people to get around, exactly when they&#039;re most needed.

In short, I don&#039;t have a problem with the city expecting people to shovel their own sidewalks, but I sure wish the city would melt or haul away the snow blocking the bus stops and curb cuts.</description>

		<description>This kind of city snow clearing system always reminds me of states passing laws making pi = 3 or whatever. There are miles of sidewalk in the city, passing a law saying individuals are responsible for clearing public land and expecting that to make the problem magically disappear is just ridiculous.</description>
